What is the company TRACON OIL AND GAS COMPANY) UK because they look like scamming people?

they sent me a very good work offer abd then asked me to pay for the company calle GLOBAL TRAVEL VISA UK, so i have to pay for the visa to this travel agancy, no interview was held, they offered a very high salary, good benfits, but this company has a legal site on the internet, so i wonder how come the English people let scammers do or use a legal site and trik or scam people, should police or any responsable one take action against people who do the same, where is the government of the strong Great britain, where?!!
