How can Clinton Claim Texas before the caucus has been tallied?!?

With 41% of Texas caucus reporting Obama has a 56% to 44% lead on Hillary. Including the voting totals this should result in a total delegate count of 98 to Hilary's 93, how can she claim to have won Texas?!
