it depends on the country. like iraq was a very successful and wealthy country even though saddam was a dictator who didn't care about anyone but himself. as soon as he was overthrown iraq turned into a poor country. china has a communist system even now. despite having many scientists and technology developed, which was of course done with the help of the US and europe, they are still poor while their government is swimming in money. so it differs between governments and the whether they benefit the country or just themselves.
